The pattern is for a circle skirt that is a different type of skirt

Im trying to understand. Do you Multiply the waist size by 3? Please respond 😢
For waist below 30", multiply by 3. Or you can just use 3 yards of fabric.

You would multiply 45 by 3 and then divide by 36 to determine that
