I wonder why are the flaps not retracted.

ThomasNovLoh On Airbuses the only retract the flaps to 1 if the outside temperature is above 30 degrees. It has to do with the bleed system but I'm no expert in that area.

It's to avoid hot bleed air warnings in the cockpit. Southeast Asia can get very hot outside everyday.
