If you are using essential oils, especially peppermint, you need to use a carrier oil as well as Polysorbate 80. The oils are going to sit at the top of the tub. Water will drive the oils right into the skin, as if you were applying it neat. The Polysorbate will help disperse the oils evenly into the tub and won't leave an oil ring around it.
I tried to make a dust before ( not using this recipe) put it in a jar and it was hard like a bath bomb a couple days later I used water b soda , centric acid, cornstarch and a little water
The water caused your mixture to get hard. You should be able to use your regular recipe EXCEPT don’t use a binder (water, alcohol, witch hazel, etc). That way it will not stick together. 😊
