It's not only strategic resources that are missing. I'd thought you always have two different luxuries at your starting location. Do I miss it, or did you start with only gold? Or is this not guaranteed?
TheJubbus 2 luxury resources are not guaranteed, though it's very often the case because of something like value of the city spot or something which game is calculating when sets up the starting locations for civs I think. I believe, but I'm not sure that 1 lux in the cap is guaranteed in the setup they use though.

Why do you keep settling on the luxury resources? Do you still get the resources even if you settle on them?
razhmazh If you have the tech (for example, mining for gold) you get the happiness for settling on them.
