The African government have to invest on the people, reform the colonial educational system and train the population to embark on Infrastructural Revolution instead of importing cheap engineers from China, middle East, India and Pakistan.
Ghana has started Stem education system which is aimed at science, technology, engineering, & mathematics. We'll see the results in the coming decades.
