When it comes to balancing encounters, I go with the following approach: If a monster is weak, the party can kill it if they find it. Whenever a monster is too strong for the party to take down, I assume the locals will be talking about how this terrible monster has been killing other adventurers groups. That way the players will be aware of the threat the monster represents. I assume the players are stronger than the average villager
