Unfortunately, unless you live in a super tourist town, these retro arcades tend to fail. Once people have scratched their nostalgia itch, a lot of them don't come back. I'd be surprised if it pays for the electricity bill, but I really hope it thrives

@jimnpen8451 yeah and pinball machines are notorious for breaking down. There's over a mile of wiring inside them and so many moving parts

If you can't afford retail space right away, spread them out to local businesses on commission.

Retail space should start coming down in price. Especially former office space units. Go for it and focus on marketing it.
