One problem is quality of concrete. This is mixed on site and if too much water is used the strength is reduced. This affects the footer and beams and columns but also affects the strength of blocks which are made offsite. The temperature makes it hard to mix to proper standard because the concrete can harden too quickly. I don't know the answer for this but architect will probably have experience. You may google and learn how Filipino architects advise. Contractors are going to advise what is easiest for them. I would experiment with a mutual supporting double wall on an appropriately wide footer. I would run electrical in that void and fill it with sand. That'll insulate teal well if the space between walls is a foot but the beaver guy says a german man didn't infill his double walls and it insulated good anyway. Then u gotta insulate atop the ceiling. And windows ? I don't know how well the reflective films work but overhangs or other things that can shade sunlight would help. Note that I'm talking about an air conditioned house. Insulating to make a/c affordable. Some of this can reduce air flow so it might make a no a/c house hotter.

I am a builder and find it interesting how buildings come together in other countries. I am assuming you don't need any building permits from the local authorities or maybe something minimal?
