The EMS and Other effects are planet dependent. It's why you only have 3 stratagems available for this planet. Before you select your mission or campaign you can always check the "effects" tab to see what planetary effects are active.

@@Capper_Bra happened to me in a random lobby and all 4 of us threw airstrikes on ourselves cause none of us knew
