TAS means "tool assisted speedrun", with the tool being a computer. With those, the people try to find the perfect possible way to play the game. They have to design the speedrun, and then the computer plays it perfectly. Normally that's the only way you could press the buttons in such exact combinations to glitch the game the way he's doing. But he has memorized the exact requirements to glitch the game in the exact combinations. For example he has to make Mario stand on the exact pixel of the screen necessary for the glitch to work.
