What I also don't like about this loop is I-694 is cosigned with I-94 from I-494 until I-94 splits from I-694 to go downtown. Meanwhile, in Texas, I-820 was a full loop around Ft. Worth until I-20 was rerouted to the south section. For a time, there was I-20 and I-820 cosigned until I-820 was removed from that south section. Why is there no effort to straighten out the numbering mess around the Twin Cities? Can't AASHTO do anything?
I-694 is the official bypass for people traveling through the Twin Cities and not to them, while 494 is seen as a standard loop highway for suburban traffic. That is their rationale. I think MNDOT wanted the 3-digit loop to go all the way around so they cosigned I-94/694 so 694 and 494 still meet.

I’m not sure why it’s called inner. There is no “outer” beltway around the cities. 694/494 is the only beltway around the metro area.
Inner/outer refer to the directions. Outer = counterclockwise. Inner = clockwise.

It makes sense. Since I-94 technically splits from I-694 to become 494 as I-94 exits from the right.
