I'm not the maker but I think the steel was already heat treated (it was written 59HRC on it before cutting) The sheath seems tight enough so that it hold the knife great without anything else securing it

What was that little tool that looked like a piece of angle steel you were rubbing againt the knife after applying a solution to it?
I make a lot of leather sheaths,,I’m thinking over time the leather notches inside will wear down and get lose. Kydex would have been the better choice. All in all it’s a very nice build.

Answer to number 1. I think it was a waterproofing solution so the blade doesn’t get wet while in the sheath
2) That's just an angle steel used as a sanding block. He applied polishing compound (the paste) and lubricant from a can to polish the knife up.
