Since in canon Henry was instead made from stolen plans from Gresley, and Gordon was the prototype for the A1 and is indeed built by Gresley, I would say yes even tho Henry was rebuilt into a Stanier 5MT, I like to think he is still related regardless of his rebuild. After all he was originally a Gresley Design (albeit a flawed and stolen one).
I'd like to think that Henry was constructed by the very same person who built "The Great Bear". Still part Gresley by all means, but it's honestly interesting to think about.

I always like to consider Gordon and Henry brothers. The real reason why Henry was jealous of Flying Scotsman was because of his brotherly bond with Gordon, which Henry always thought of Gordon as a brother. BUT HEY! THAT'S JUST A THEORY! A THOMAS THEORY! THANKS FOR WATCHING! (Sorry, I couldn't resist.)
I don’t really understand how being “twins” works for engine though. If Donald and Douglas were twins because they were built by the same designer and the same class, but wait, wasn’t their class (CR 812/652) have almost a hundred of members? Then why these particular two were considered twins? Or does the twins needed to be those that built at the same time? Because I remember there was a comic depicting the two being shipped out of the workshop at the same time.

Indeed, I feel like Henry would also have step brothers and sisters, those being the other Black Fives
my favourite character is Gordon the big engine because he has sweet design
I think Henry and Gordon are half brothers.

You mean the GWR? They’re the ones that built the great bear

Finally there is someone who answers the most obvious question up in the Thomas fandom.

No, I don’t think Gordon and Henry are related. They’re just friends.
it's possible for them to be cousins (its not like humans)
brothers can be friends too
