Steve, another thing to consider is that the mower speed also increases with the blade disengaged (Roto-Stop), so while the mower may be turning 4000 RPM with the blade engaged, it sounds like it's pushing 4300 RPM with the blade disengaged (Roto-Stop on), so that is also to be considered when checking this mower. Honda recommends, as I said before, a blade engaged high speed of 3100 RPM (give/take 150 RPM), and a Roto-Stop engaged high speed of 3400 RPM (give/take 150 RPM).
Steve, that governor has to be adjusted since the speed is way beyond the 3100 RPM range Honda usually calls for. Sorry, but if it runs that high for too long, the engine will be toast.

The tone/pitch of the engine as it is right now would be more commonly heard on the mid-sized walk-behinds, with their huge 48" or 52" decks.
I'll have to check the governor rod just to see if it's jamming the throttle wide open.
