Unless it's an unblockable. The devs allowed that kind of combo in things like the combo contests, I'm pretty sure

I think in this case it’s cause of the stagger effect. While having an effect like a stun, it is something you can burst out of I think. Something to be mindful of when using it against defense with a burst special
