I'm sorry MrJohnnybluebird but I don't think there's alternative to Layer Groups in Elements 12. However, what you can do is duplicate the background layer and use 'Adjust Lighting' to brighten it. Then apply the Gaussian blur as described in the video. Finally adjust the blend mode to either Overlay or Softlight.
John Dobson thanks John, that appeared to work very well using Overlay blending mode. Just have to make sure I’m happy with settings for brightness and blur as can’t go back to adjust.

I have Elements 12 and there doesn’t appear to be a grouping action for the 2 layers at the top of the layer palette.Is there an alternative?

@@MrJohnnybluebird Yes. Try adjusting the Opacity of the layer, that'll help.
