Yeah I met this guy. He asked me for $20 to get some cough medicine. All I could spare was $10. So he says I guess I'll have to get the half-pint, ah I mean the junior size. So in other words I got took. So then he starts telling me that he was working on the B&O railroad in WV, back in the early 60's and he saw a train barreling down on this baby that was on the track, and he rushed up and flung it out of the way just in the nick of time. He claims that's how he got a game leg. Then he tells me that the baby grew up to become a president of a super market chain. And that the kid he saved never even thanked him. And he has been broke all these years. I figured he was trying to con me for some more booze money so I quick got the hell out of there.

It's not illegal. You could easily come across someone truly disabled and then YOU would go to jail for assault. Mind your own business
We lived in the same hotel he was staying at and we caught on quick. We could tell he was trying to hard with the voice but every morning we would help him down the hill in his wheelchair. This was about a week before this was recorded and even though he was caught he would still go out every day and make money. Last day we saw him he was waiting on a friend with a van to help him move towars the west coast and he told us he is planning on hitting a few more states before going home.
Yet I have 120 people on my paper route in New Berlin WI in 500K homes in three years that has given nothing.
He knows how to play the system.

This is the reason I don't give people money on the street....I donate to a legitimate charity instead.

I had someone close to me in life tell me that they only give money to females who panhandle. That seems a bit sexist, but I realize panhandling relies solely on informal, emotional responses from people, and you should be able to give money to anyone. I think the law prohibiting impersonating military personnel, whether active duty, discharged, or retired, is interesting.
^ Maybe their reason for only giving money to females is kind of like the excitement that one gets when encountering a semi-rare Pokémon. Most homeless people and panhandlers are male and this likely multiplies that disparity.
