Have a row of Super-Enchanting Fluid (whatever that's properly called) at the top of the inside of the windows held back by pistons on a timer. Night hits, the pistons retract and the Super-Enchanting Fluid flows down behind the windows!
i know of one mod that has two types of blocks. one that glows orange during the day, and another that glows blue at night. i just went on a goose chase to find it, its architects palette. "sunstone" and "moonstone" its available on forge and fabric

for the blue effect, could you do something with the hyper experience itself? at night like set a daylight sensor to open some sluice gates so that it cascades down behind the glass, then at daybreak the sensor would open a collection at the bottom and the xp would go back into the tanks? youd need like 5 million buckets of hyper xp though lol

For the blue lighting, I started halfway thinking of a decoration mod called "architects palette". It adds a lot of decorative blocks, but the most relevant is the moonstone block. During the day it looks like a slightly brown version of a basalt pillar's rough side. But when night comes around, it changes texture to a messy blue, and starts glowing brighter and brighter. Downside is that the stuff is hard to make in large quantities, as it requires you to make another block and toss that through a portal.

FYI the backpacks with shears in a mixing bowl recipe is from the Traveler's Backpack mod, and Create has support for the mixing bowl because it's a shapeless crafting recipe. (If you put a backpack with shears in a crafting table then it will shear it down to a standard backpack)
I highly reccomend adding sophisticated storage to the pack. It's from the same dev as Sophisticated backpacks, and has a similar upgrade storage system, but for chests and barrels. Can be a bit more useful than a storage drawer in some cases.
27:51 there are some raytraced shaders that do that, but they are either like in early alpha or paid, alternativelly there's a mod called Euphoria Patches, that adds some features to Complementary Shaders, including colored light and it works pretty decently, judjing from my meager testing

The reason lights don't glow in their particular colours is due to the fact that all Minecraft lights, even with shaders, give off one colour of light. There are some shaders that have features to implement light based off of certain block textures - Euphoria Patches, which is an extension of Complimentary Shaders, actually does a really good job of this natively, and I would recommend trying that shader pack out for a no-fuss method for that kind of lighting. If you want to go down the technical route, there are shaders that use volumetric lighting methods to make glowing blocks give off light in the specific colour. However, you will have to edit the config to make your modded blocks work. Rethinking Voxels is a good pack that natively includes volumetric lighting, but you may need to play around with the detailed parts of the config files a bit to make everything look nice.
Since you build and move stuff around so much, you should use building gadgets, it has a cut and paste tool, it's pretty awesome, you can literally move anything

Behind the hotel should be one of those pools that is emmersed in nature (eg surrounded by trees and a bit more hidden from the outside world). With your talent for decorating I reckon you can pull it off.
To turn it blue at night, you vould make a contraption that surrounds the building in the floor boards, then glue them all together and attach them to a minecart. Drployers can place monecart contraptions on rail, and when holding a wrench, they can pick them up. You can have a daylight detector hooked up to it to place the minecart at night and pick it up in the day (with a toggle so it doesn't break itself)
I just noticed that your entire library is one block off being exactly 3 chunks... Unless your smooth stone borders are on the outside of the chunks, which then nvm!
with the amount of building you have to do, I guess Building gadgets would come in really handy, especially to replace blocks (and get the originals back)
1000% agree with one of the comments that said you should have day/night sensors that when it turns to night the BLUE Hyper Experience flows down the the on the inside of the windows and should make it glow blue. Once day hits it drains out underneath the building. You should make an infinite Hyper Experience floor in your liquid storage facility!
I think the hotel should he called The Grand Budapest Hotel. It reminds me of it a bit. And the annoyance of the farms gantry breaking makes me think of the whackiness of the movie (but also serious undertones. Like the giant crusher wheels)

As a big Wes Anderson fan id call it the Grand Foxapest Hotel. On one hand its a big ski resort like your other area and on the other hand pest could be for all the mobs you're crushing in the farm.
You could do some sort of command block replacement for the windows so that when the time turns to night it swaps out the glass with blue glass to give it that blue hue. It would probably look the nicest, but depending on if you have command blocks or not. It might be a bit cheaty, but it's specifically for aesthetics. AvidMC did something similar with a castle for a boss he made.
you could call the hotel "The All Time Low", referencing the big drop for the mobs and the band that made a song called monsters whose music video centered around that a hotel that monsters frequent.
I Got a wonderfull idea for the blue lights. Just texture a blue stained glass like the glass in the building and Redstone lamps on a daylight sensor behind the glass
You could always try the fog effect on the windows to get them to glow blue and you should use the chipped bookcases to a mixed look so its not all the same books

The hotel keeps reminding me of Luigi's Mansion. Foxy's Mansion is probably quite lame sounding, but the hotel in the third game was called The Last Resort, which kinda works. Loving the series btw! Keep 'em coming! ^^

add on to your glow-block mod, where if you surround your block in a crafting grid with four redstone, you get a block that only lights up when powered. Maybe something like looking at how comparators or observers work on a code level to make it where as long as one block gets powered, all of the blocks touching it also light up. Then all you'd need is a circuit leading up to the roof, with a single daylight sensor set so when the sun goes down, they all light up. I can't help you on the colored lighting idea, sadly

If you really want to do the blue exterior "lighting", then instead of 1 huge contraption that encompasses the entire building (which runs the risk of nuking the interior) you could use 4 separate contraptions (1 for each exterior wall) then just trigger them all at the same time. For the contraptions themselves, you could use extended pistons and hide it all under the ground until night time.
Maybe the Mona Lowa Hotel since it is built near a landscape. Also why no make a Tropical Fish Pond behind the hotel and surround it in wildlife and trees

You could use those framed wall boards to make backs on the create seat and have some "couches" like in the picture.
For the lights make a minecart contraption with the lights and make a deployed place it and another one remove it based on a daylight sensor

the mob farm looks a lot like the Stanley hotel honestly. atleast the main part of it. call it the Stanley hotel!
