There is only one fence that will put up with the hurricane, and that’s a hurricane fence. We had the same fences all over South Texas during hurricane Harvey, they all blew down. Anyone that had a hurricane fence didn’t have to replace it unless something fell on it like a tree.
A "good neighbor" fence is a style of construction that has no back side, it also has anm easy path for wind to flow through, so it holds up to high winds if it is made of quality material suitable for the expected windload under storm conditions.
