Kind of like with a cell phone battery reaching the end of it's operational life causing the phone to slow down. They killed Dr Gero, so he isn't able to maintain them and they aren't able to out put as much power as they used to. As the only have to deal with Trunks it isn't much of an issue for them, but another 10-15 years and they might be in trouble. Keep in mind I'm basing that guess on Trunk's age.
