Manufacturers can, using the same type of plastic as the Remotes use. Some remotes use clear plastic to cover the IR LED, while others use a black plastic that is opaque to human eyes, yet transparent to Infrared Light. Glass can also be used, however, then you could see everything inside the cabinet - that's why these 'opaque' plastics are a good option. If you want wood or metal cabinet doors then using an IR Repeater is the only solution.
