The NCAA consecutive timeout rule where the ref's job is to IGNORE the coach's timeout in that circumstance seems like it is error prone and very difficult compared to what I think the NFL rule is. In the NFL the whistle is blown regardless, and if it is a consecutive timeout, a penalty is assessed. The NFL rule seems FAR easier to follow for the referees, and even just asking for the refs to be in a situation where they suddenly ignore the coach's timeout seems error prone (as we see here) and in some ways not great for the referee / coach relationship.
