I used to be a cribber (basement/garage foundation). The step before the framers show up. We have to insert these "tornado strips" into the concrete before it sets. These strips are then nailed to the wood floor when the framers start. This "connects" the conrete to the wood. But, as you put it in...you cant help but wonder.....how THE SWEET FLYING FOOK can these thin strips do a single thing against a tornado. Strong gust of wind? Yea sure, they do something. But calling them Tornado strips is comical. All those houses you see destroyed into little pieces were all likely fitted with "tornado strips". Its just another addition to make bills higher. "Strong gust strips" would be a better name.

I framed in every part of Ontario for over a decade and took my carpenters apprenticeship and we never used steel banding unless the wood structure was over 3 stories, connecting the walls bellow, over the rimmer or joists to the walls above throughout the building. I have never once seen what you’re describing

Did you notice the lightweight modern trees too that don't stand up to high winds? zero excuse nature has had millions of years.
But alas, we should all build out of solid stone and live like cavemen, instead of just rebuilding a few homes when a natural disaster hits them, that would destroy anything else in it's path anyway.
Stop reading memes on facebook and thinking its a reality.

"EF1 (T2-T3) damage has caused significantly more fatalities than those caused by EF0 tornadoes. At this level, damage to mobile homes and other temporary structures becomes significant, and cars and other vehicles can be pushed off the road or flipped. Permanent structures can suffer major damage to their roofs."
      -Wikipedia
Clearly, poorly made. should be able to withstand upwards pressure, not just downwards right.
      clearly.
Too bad you're not leading the construction industry and building 5 million dollar huts made of granite.

City Hall should coordinate with police to catch renovation scammers. The public should be invited to give the name of the companies that want to do the work to police, to verify that they are reputable and honest.
