I agree. You still have to get an inspection. They were doing the emissions test anyway. They should narrow it down to the model year that does not require this test. Right now " All Cars" still have to get inspected for emissions in certain cities of Texas. Why not make it a statewide thing because at some point and time we all travel from one city to another in the state which what makes it safe in one city, is unsafe in another putting those who lives there a jeopardy. Make it make sense 🤔🤔🤔
@@RX7GSLSEowner That's true, but the state used to verify that your windshield wipers worked, your tail/turn signals, your brakes, etc. Just free money for Abbott.
@@georgepruitt637 What? Do you know what you're talking about? I am a licensed inspector, by the way. The checking of the turn signals, brakes, etc. is not and has NEVER been a part of the emissions test. There are two parts of the test in the county in which my shop is located: 1) safety and 2) emissions. Only the safety inspection is disappearing as of 1/1/2025. The emissions portion will remain in 17 counties until 2026, when Bexar county (San Antonio) is expected to join that list. And I don't know what you mean by free money for Abbott. The money that used to be collected by shops like mine for the safety portion of the test will now be paid DIRECTLY to the state at the time a vehicle is registered. So the taxpayers save nothing and we have more unsafe vehicles on the roads. Personally, I think that this was a means by which some state legislators could fund their pet projects. But I digress. It was the worst decision they could have made to let the safety portion of the test be eliminated. And before you ask, NO, I don't many ANY money on inspections as a shop owner. They're a nuisance actually. However, several of my fleet customers (plumbers, electricians, etc.) want one-stop shopping and wouldn't do business with us if we didn't provide inspections, so we do. A similar mindset exists with our retail customers as well. So that is the reason we offer state inspections. And just so you know, and this is hot off the presses, the state is now requiring shops who give the inspections to have a dedicated IP address, which costs you more money as an owner. And so the notion of offering inspections is even LESS profitable now than it was in the past, which it was not even profitable then. So we're losing money giving inspections, certainly so if the price of the emissions test remains the same as it is now. Apparently some losers were taking their analyzers home or to other locations and doing inspections on the side or whatever. And so now reputable shops like mine have to pay the bill for a dedicated IP address if we wanna continue giving inspections. It's enough to HACK you off when you think about it, but whatever. Finally, we still do check your wipers and such, so it's not "used to", it is still happening, but only through December.
He’s being vague because you can’t really spin this into a positive. Sure we don’t have to pay for inspections but the registration cost went up so we aren’t saving money. He probably thinks this is the dumbest new law but he can’t go on the news and say that.
You really think this will make people "walk around" their car before driving to look for shortcomings??? Really??? They don't do it now, how do you figure they will do it by making it easier to get away with deficient vehicles?!! Thanks for making our roads more unsafe!!
People drive around with all kinds of serious problems, bad brakes, steering, engines about to fall out or catch fire. Just ask any mechanic, and they can tell you scary stories about what they see. Or wait until one of the idiots hits you?
Precisely why I think this new law is downright foolish. I was a certified state inspector for 5 years in Austin and the amount of people driving around on literal deathtraps would astonish most people. And that’s only the ones that came in to renew their inspection. There are countless others that simply couldn’t care less about the vehicle they drive on a daily basis.
The reason many get pulled over is because the vehicle owner, NEVER walked around the vehicle to see if there was a non working head or tail light, etc.
Its because the real reason is that no longer requiring inspections takes a decent amount of the liability off the state. They no longer have paperwork saying your vehicle passed a state test to be safe for the road. Puts it all square on the owner and operators head

Now, instead of being forced to replace a bald tire to pass an inspection, the owner can just keep on riding until they either crash the vehicle into yours due to no traction. Or just keep driving until it blows out. People are negligent and not responsible enough to keep their own cars safe. And many people have zero clues what to even look for. Wake up, Vince.
I see unsafe vehicles on the road every day the people with the headlights out. Or just do nit want to turn on the headlights or the ones who know that they have 1 headlights out and refuse to fix it. So inspections and no inspections will not fix the no headlights problem
@onesiamontgomery8110 🤡. You think a non working light would pass an inspection? Absolutely not. Now, it is quite possible for one to go out after an inspection. In which case one would have to get fixed upon next inspection if not dealt before then. No safety inspection = more unsafe vehicles on the road. It's that simple.
I don’t get it. I feel like the regular inspection we have had to do decreases the number of cars on the road with broken lights and so forth. I don’t trust people to independently pay attention to these issues.

If your vehicle is 25 years or older, it is Exempt from emissions testing regardless of which county it's registered in, unless they changed that too and forgot to mention it.
Brazoria County requiring an emissions test is absolutely laughable , if you look back at Freeport from the San Bernard River on a Blue Sky Day , you will see a huge pollution cloud hovering over Dow Chemical and the other Chemical Plants in Freeport and that's been visible for my 65 years living there , the automobiles are the least of the Air pollution problem in Brazoria County , its just another Tax to pay for the new vehicles that the County Employees drive and I am talking a huge number of new vehicles , just go up to the Tax Annex building in Angleton and the parking lot is full of brand new County Trucks, Vans and sedans , where do you think all that money is coming from, your Taxes !
Why was this law changed in the first place? Will it make Texas roads safer? Did you know that since November 2008 at least one person has been killed everyday on a Texas roadway. You are still going to be charged 7.00 but you won’t get an inspection. Taxation without representation.

Long haul trucker here (40 years on the road).. A PTI (pre/post trip inspection) is required by federal law EVERY DAY for us; there are regulations that spell out what we need to check - it includes actually checking brakes, steering parts, driveshaft, suspension, lights... I've retired from trucking, but every time I go get in my pickup, I do a quick walk around before I drive off. At least twice a week I check the lights and crawl under it, as well as use a tire gauge. A couple months ago, I saw I had a brake light out - and no replacement bulb! I had an officer follow me into the auto parts store; I told him I was aware and was going to the store to get a new bulb to fix it. He actually waited for me to come out and fix it before letting me go! (SMALL town, not much going on ...)
Lololol they picked the worst person for this. Clarity: no safety inspections starting January 2025 for personal vehicles. Commercial vehicles and vehicles coming from out of state will still need safety inspections. 15 counties will still require emissions inspections (and that number is expected to grow in response to the new law). As a mini op ed: this will lead to more traffic stops and likely higher insurance costs.
People with unsafe pos cars don't bother with inspections anyway, they trade a 12 pack of bud light for a bootleg sticker. The whole system has been broken for years
Some people can’t afford 700+ to fix their car or have a check engine light that can’t be figured out so your car becomes obsolete this law is bs along with the emission test!
@ check engine lights won’t fail an inspection. No break light, turn signals or horn those things will. We don’t need cars on the road spewing exhaust like a mosquito fogger either..
Clear as MUD! I am as confused after watching this as I was beforehand it's a bad move in my opinion to change this and "put it on the people". Half the population runs around without (mandatory) vehicle insurance because it's a cost burden. I'm sure they will not care if their vehicle is safe to operate.
Vehicles excluded from the inspection are required to pay a $7.50 inspection program replacement fee. Texas has almost 26 million registered vehicles. That's an estimated $195 million that will be used for what purposes?
Not to mention the revenue from tickets given for cars not meeting the standards. Too many people ignore tires, brakes, lights, etc. which are caught at inspections, so I imagine those deficiencies will be checked during a traffic stop.
It's not a service. That would be paying for something that a customer actually wants. Most Texans don't want the hassle of these inspections. There is zero benefit. A sticker on your windshield makes you feel safe?! Get a life!
Requiring "certain counties" to have emission tests is discrimination. What makes my tailpipe need checking and my neighbor 2 blocks away but in a different county, not need checking. C'MON Texas Legislature make it fair for every Texan.
Emissions testing in certain counties comes from the county level government, not state level. Edit: be aware of what's happening in local government/elections and vote on what makes sense to you.
there is no safety benefit for doing away with inspections. You will still pay a fee to the state = to the previous fees. If you travel in states with no inspections you always see more clunkers on the road.
Where have you people been this changed nothing on safety. The only thing happening is those inspection stations can't rob you anymore over a gas cap. And the check engine light scam that most of the time on a GM code was a transmission going bad. But they would unhook the Battery for 20 minutes and reset the computer for 500 dollars

Everyday maintenance, but what do you do now, in 2024, when you have to get you car registered and the inspection stations have closed? Ran into this with a young lady at my oil change place. Her registration was due, but the oil change place no longer had the inspection station. So what do you do then?
There are other places in town that does inspections. Not everything is a one stop shop with inspections. Shop around, and next time your inspection is due, go to that place and get your oil changed. Anytime other than that, go to your old spot.
@dannykimber8177 You misunderstand. MY inspection goes to March 2025. I don't need an inspection. Why can't people read with comprehension? Literally no one is going to be more aware of their vehicle because of this law. It’s likely the opposite, because they won’t have any one telling them something it’s wrong with their vehicle. It’s going to lead to more unsafe vehicles on the roads.
Now they will have the opportunity to pull more people over because of things such as a blinker out or tail light out. Don't think they didn't think it through...
If the cops see an expired sticker on your windshield [in Tx], it means you haven't renewed your registration and given Austin Tx $70.00 plus, [per yr]. Yes, you will get a ticket. About $150.00, the last time I heard.
The real reason is that there is no inspection really ,the just honk the horn ,see if the wipers work maybe see if the lights work. Sometimes they just dont do any thing I know cause I worked at car dealers for many years.
Q: What is the benefit of the new law: A: People will be more aware of their own vehicle and whether it is in proper working order. Me: That will NOT happen!!!
Back in the 70’s, I remember that I replaced a bad headlight in my old Chevy. The next day, a police officer pulled me over and told me that my brand new headlight was not working. I had bought the new headlight at a local Safeway grocery store. I learned my lesson. Don’t buy auto parts at the grocery store.

The State will get their money still with all the tickets from violations. People are still going to drive around care free with busted tail lights and with one head light working etc. Street racers with heavy modified cars are going to LOVE this..
Having your vehicle safety inspected once a year was not a bad thing. Expect more unsafe vehicles on the road, more accidents and higher insurance premiums starting in 2025.
all these paper plates running the streets with no plate lights working at night, totally blacked out, no insurance what has happened to all the laws that got you pulled over in the past
I won’t say that this bothers me that much, inspections and Texas are a joke. If you fail one inspection, you can just go somewhere else and somebody else write it off. I’ve gotten many inspections without even getting out of the car. I wish we had something more detailed like the MOT in Canada. There’s some cars out there. They should never be on the road again.
@ I don’t know about other states, but in Texas, they only made seven dollars for every inspection they did. That was by law. I’ve been driving for over 50 years and it’s been seven dollars as long as I can remember.
For what it's worth in my humble opinion, I live in San Antonio and am actually against this new change. The way I see it is the safety inspection looks for things to ensure that the vehicle itself is safe to operate on public roads, by checking things such as the break lights, signal indicators, breaks, and a few other components...things that help prevent you from getting into a vehicle accident, or having other drivers get into a vehicle accident with you. The emissions law on the other hand, really doesn't help anyone, not even the environment. To me, the emissions laws, or getting your vehicle smogged every year/other year is really nothing short of a scam. Like I said, it does not help improve the life and/or safety of anyone on the public roads, and it also does not improve the air quality in a city whatsoever, rendering it moot. Or in other words, a straight up scam.
Let me answer the safety question not answered here. 20% do not pass at my Inspection Station, the American society of Civil Engineers says our streets will be 5% less safer, University of Texas comprehensive study proved the value of the program not only in safety but the environment, the air that we all breath, the ripple effect on the economy with jobs lost was also mentioned. This Texas leadership just turned Texas into New Mexico.
People are not going to be "more aware" of their vehicles condition. Most people are lazy when it comes to taking care of their cars, just pop the hood and look at someone's battery terminals, then take a look at their tire wear. Headlights will be misaligned, tail lights out, brakes barely able to stop a car, etc. Texas streets will be less safe and insurance rates will probably go up.
This will be a disaster. Most people will drive on bald tires, 1 headlight, no brake lights. The DPS likes this because now they have probable cause to pull you over. Unfortunately accidents will go up considerably.
yup, stop inspecting cars. Just like here in Florida and then you wonder why are there so many fatalities on the roads.. I see cars everyday with NO TAIL LIGHTS, BROKEN LIGHTS, MISSING BODY PANELS, BALD TIRES, CRACKED WINDSHIELDS and so much more that it's just scary to drive around Homestead. Cops don't bother with any of that stuff around here either and you can try to report someone but you def won't get any results. So go ahead, stop car inspections and let the people drive till their wheels fall off..
Here is what Sgt Cockrell didn't mention: The following Texas counties require emissions testing: Brazoria, Collin, Dallas, Denton, Ellis, El Paso, Fort Bend, Galveston, Harris, Johnson, Kaufman, Montgomery, Parker, Rockwall, Tarrant, Travis and Williamson. If you reside in any of these counties, you still need annual emissions testing. The safety part falls on YOU to do and issues noticed during the emissions testing will be mentioned, but will not cause you a failure.

EXACTLY
Totally agree with you
Clear as mud. Thank you for the clarification Trooper!
That's like saying "Let's eliminate police, so that people be more conscious about not committing crimes " 😆 the excuse really doesn't make sense
Its because the real reason is that no longer requiring inspections takes a decent amount of the liability off the state. They no longer have paperwork saying your vehicle passed a state test to be safe for the road. Puts it all square on the owner and operators head

Or just keep driving until it blows out. People are negligent and not responsible enough to keep their own cars safe. And many people have zero clues what to even look for. Wake up, Vince.

The emissions part of the inspection is what most people fail. So if you have a check engine light on this new law doesn’t help at all.
Mind you we still pay for the inspection fee😂
Literally no one is going to be more aware of their vehicle because of this law. It’s likely the opposite, because they won’t have any one telling them something it’s wrong with their vehicle. It’s going to lead to more unsafe vehicles on the roads.

You are the joke. Move on to Californication big boy.
@ watch a few episodes of “just rolled in” here on TH-cam. If you think those cars deserve to be on the road, you’re insane.
I went to Valvoline, they didn't check anything, handed me the inspection paper, didn't charge me, and said drive on through. Blew my mind.
Or Arkansas.
Accurate, this is what it was like growing up in sh1thole that is NM. Granted emissions will still be required, but come on
People are not going to be "more aware" of their vehicles condition.
1:53 Dont make me laugh, most people wont even notice it. This guy is an Abbot lackey.
Missing body panels have nothing to do with it. Brakes and lights yes... body panels... a non issue

You know very little about vehicles and maintenance and safety out on the interstate . Not being disrespectful .
@@rudeawakening3833 Here in Medina County, Tx, the purpose of inspection is to notify the state if you have car insurance, nothing else. No current car insurance, no sticker.

They didn’t perform a VEHICLE SAFETY INSPECTION ?
No inspections + tickets = more money for the cities. Now that clears it up.
no inspections=UNSAFE VEHICLES!
When you say no more inspections, but you still have to go get inspection , don’t make no sense. Still waste of time. Everyone knows how to inspect their own car.
You may be a responsible citizen ; however MANY PEOPLE ARE NOT .
This will cost insurance to skyrocket and innocent people will die as a result of this BAD DECISION .
Most people can't even check their cars fluid levels, much less inspect them.

Well shame on their fathers , grandfathers , or uncles that didn’t offer the
“ vehicle maintenance course “ when they were teenagers !
So, now, most of unknown cities in TX will now be like all the MX and NM vehicles who don't have inspections. Fantastic!
You still have to pay an inspection fee when you register your vehicle why do we still have to pay that if there’s no inspection required? Why do we have to pay an inspection fee? We register our vehicle
Free money for Gov Abbott.
How if it doesn't go into effect next year? My registration expires in December but I have to get my car inspected beforehand
This is not going to make people more tuned in to their vehicle condition. You are going to start seeing cars without hoods, without fenders, without doors and bald tires. This will be a disaster.
Notice they didn't say the price of emissions tests ... + $60.00.
60+?...mine was like 9 dollars
It's not the roadside inspections and such things. It's how many vehicles that should not be on the road and the large number of accidents. Not everyone understands about maintaining their own vehicle. So continuing to do inspections is a plus.
Leave it to police to "punish & enslave" 😂 I'm kidding. Although Texas needs to keep the focus on helping the communities over taxing them. This new law drops the inspection but ups the taxes so don't forget that. Always hidden taxes.
The payment for the inspection will undoubtedly be transferred to registering your vehicle. So how is that helping us?
@@fernandodeleon3454 Did you see what Gov Gregg slipped into law about all electric vehicles? Outrageous !!!
@georgepruitt637 Sorry, haven't. I really don't support EVs except for bicycles to help the elderly and the disabled. Another reason I don't support EVs is because there's no infrastructure in place to support such and limited range. And they're ticking time bombs, ready to explode in unpredictable events.
