Yes, the situation is disgusting but not for the reason you are suggesting. You will find the city/county legal counsel in just about every public meeting-for good reason. By itself, it does not indicate corruption. I am curious, however, when the counsel for the city pipes up to protect the mayor’s personal business and potentially act against the best interest of the city that hired him as counsel.

In the valley where I grew, the big farmers and local government got together and implemented water rights laws, which keeps smaller farmers from being able to expand their farms. You cannot put water on land that has never had it before. However, we all know the big farmers who implemented it, always expand their lands and my dad knows that they never had water rights before since he lived in the valley for about 65 years. Anytime a farmer expands his lands and puts water on land that has never had it before, no one ever tries to take him to court to make him stop. A couple years ago, another valley close by tried to do the same thing. One of the biggest farmers fought against it because he knew it would harm the smaller farmers. Since he went against it, no one else tried to push for it. Anyway, in the video Stossel says that after his report came out, the city planners push through all the other projects. In New Jersey, just like in the valley where I grew up, they are likely doing things that are highly illegal. Once Stossel's report came out, they allowed the projects through in order to keep the federal government from digging into their illegal activities. In the valley where I grew up, it is highly likely that the laws the implemented are unConstitutional, but no one around there is saying much of anything when they are broken, because it might open up a federal investigation and some politicians might go to jail for it.

It's very rare nowadays. Independent media outlets and journalists are by far the most honest. In 2014 the Smith Mundt Act was amended which resulted in propaganda being allowed to be used against US citizens.

There was some small-town alderman/selectman who "ordered" the media to stop talking about him (that ended well). Chicago's black/female/lesbian mayor recently caused an uproar when she announced she would only talk to "journalists of color" on her 2nd year anniversary as mayor and her "achievements" (rampant crime, trashed budget, revolving door Mayor's Office staff, etc.). She's still trying to justify what she said.
