Look at the very top of the jamb, inside. There should be instructions. Basically tho, after you’ve tilted the bottom sash out (toward you), pull the top sash down about 10-12 inches. Then, by hand, press the jamb in while pulling the upper sash toward you. Do this for each side. When I was younger, I could do this, but now, it’s extremely difficult. Get a younger person to help. Andersen makes an expansion tool that might help.
They probably weren't installed correctly. Windows installed correctly shouldn't be difficult to open and close. Unfortunately, Andersen Windows is a hack job company that charges premium money for subpar product. My husband is an envelope engineer and he had to threaten them in order to get a refund for a window that didn't work. They're the worst!
This is not as easy as it looks. The demo is using a small window that makes it easy to reach the top sash when the bottom sash is tilted down. A regular sized window is difficult or impossible to lean over the bottom sash to reach the top sash release locks simultaneously.
I have these windows and they are great but very very expensive. Need a better representative that can speak clearly without such a thick accent. He is difficult to understand

Hello, we do agree if you were able to clean the bottom windows, that’s a substantial improvement that’s where the window curb appeal is
My top windows do not have the device to push in to release as the video shows. How do I pull them in to clean?

With bigger windows, sometimes you would have to employ 2 people to do the Tilt in operation

The best way is to replace the tilting mechanism, so you can tilt in easier
