Emps was probably holding back and humoring Ferrus to gain his trust. The Emperor could easily defeat any of the Primarchs in single combat. Horus was only able to cripple him because the Emperor was holding back for 99% of the fight and Horus had dozens of Chaos buffs stacked on top of each other.
Sanguinious is less likely to come back than Ferrus. And keep in mind, it isn't even unlikely for him to return. There's like 4 different ways they could do it and nobody could claim it goes against the lore.

Why does every loyalist primarch killed during the heresy have a corny legend about mysteriously surviving and/or returning, eg, "during the wolf time"? It seems like they decided to kill off a bunch of characters, then left "prophecies" so they could write the dead primarchs into short stories here and there. The quality of writing greatly increased post-heresy, became more "grimdark". The primarchs were childish cartoon-like characters in hindsight.
The writing didn't become more grimdark after the heresy. All the good grimdark lore was written before the heresy was described in detail. The reason the primearchs fates are written to be uncertain is because they needed to disappear so the imperiam could get messed up. But if the primearchs were just killed off then the option to bring them back is gone.

So...Ferrus was the Emperor's equal, but was killed by Fulgrim in combat... Edit: So was his head chopped off if this was written before the battle with Fulgrim? No? Lol
He was killed by a warp enchanced Fulgrim. His blade contained a daemon which forced Fulgrim to behead him, and if you want to get real deep into it, Ferrus was not in his usual state of mind. He was enraged, and unthinking, which is why his legion loves but also despises him in equal measure now-a-days. It is why his legion suppress their emotions to such an extent, because they saw how emotion brought even their primarch to his end. The whole chopping off of the head has been canon for a long time, and it is also mentioned in Horus' book that Horus has a conversation with Ferrus' skull as he wishes that Ferrus would have joined the traitors, because all he had was savages and killers on his side. If he had had Ferrus, his thinking is that the war would be wonthrough competence rather than sheer force. I believe there has been attempts to suggest that Ferrus' death on Istavaan V is nothing more than traitor propaganda, but even as an Iron Hands fan, I think this is just to try and ret-con the lore so they have the ability to bring the primarchs back at some point.
I feel after istavaan 5, the iron hands were severely neglected lore wise

As far as I'm aware, the lore heavily implies that the Legion of the Damned are/once were the Firehawks, who are an Ultramarines successor chapter
