In todays day and age , we simply cannot rely on good quality and bad quality Duality. There should be levels and standards of every parameter in road construction..
Seems you aren't aware of construction practices. Everything work is carried out according to IS code book and many more.

Dwarka expressway Nh48 ki side se bhi same halat hai , modi ji k ane se pehle ek raat main road bani and 1 rain it was gone, worst to see tax payer money go like this
Quality is a continuous improvement task so there should be dedicated dept just for monitoring and quality
Also look at NH75 Bengaluru - Mangaluru Highway via Hassan, Sakleshpur pathetic condition

What you can expect when openly all illegal activities are happening around you and Politicians are sleeping. Dreaming that Warning and suspending will work but not a single gut to fire who are responsible for corruptions. Govt IAS, IPS, Clerks are all involved and moreover make it normal in movies and news report that corruption is a normal thing.
One more thing Quality is poor on basic road. Only VIP road you will find with good condition. You can boast around the world you have broken records but provide with poor quality. Just learn from Japan how they resolve issues like minor/major problem but instead learning from China and creating low standard construction of Roads
