I got mine from a craft supply store, it's sells for 200 naira per dozen, I'm unsure how that would convert in your currency

"special tools", also I think almost everyone would have a hammer and scissors lying around unlike the setting tool. Besides everywhere is different, here a hammer and scissors is a much cheaper option.
