Yes it was the Charley who himself was the Sam.Sam was living with double personality as he was victim of world war as the patients visited him.....the conclusion is that Everything was his imagination he was the Charley he was the Sam.

Let me clarify it actually time travel is when a person intentionally travels to past or future but on the other hand time slip is when a person travels to past or future without having the knowledge that they are in the present or not
