to my knowledge, The Origins of the joke come from videos which were usually discord screenshots that would read "DON'T YOU LECTURE ME WITH YOUR THIRTY DOLLAR HAIRCUT!" followed by an assortment of emojis, playing the corresponding voice clip (which actually comes from one of the Dragonball movies apparently), followed by a sound effect for each emoji in sequence. The website, made by GD colon, was mainly created for the purpose of creating the sorts of sounds in those videos (hence why it has mostly meme sounds) but just so happened to be fully capable of playing music, so people did make music using it in increasingly elaborate ways until it eventually evolved into it's current form, featuring more functions, sounds, and some extra voice clips as well, for the purpose of making funny music
