I feel like this game is inspired by a true story where an ex military man manipulated a young boy into killing random people from they’re car, I forgot their names but something like this game has happened.
this is my theory: my theory on who the sniper killer was is that the sniper killer you play as was an agent of sorts for the government and the guy that leaves him voicemails was his ex-partner. Presumably Comardy and Dutch take similar roles that the sniper killer and his ex-partner took before respectively, hunting down another "sniper killer" which I think implies that the entity telling the Sniper Killer who to kill is some sort of supernatural entity that survives by inhabiting a host and encouraging that host to kill to sustain itself (see the scene where the entity just swallows someone). I believe the entity using tactics like hallucinations and manipulation to make the host believe they are an important individual tasked with stopping great threats as if they are some hero for the greater good. When it feels its host is close to getting caught, it will look for another potential body to inhabit and preparing them for it through hallucinations and manipulations and also to isolate them from their peers so less people will know what they're up to once they break and isolate themselves. There is the part of the game where "men in suits" showed up at the police station. This could imply that the FBI/CIA are in on it in some way, but this could also just be that the FBI was checking the area after multiple murders, which is something that would likely happen in real life. I don't know how right this theory is because there is a bunch of holes you can poke into it, but I do strongly believe that my first bit of the argument might hold some weight.
Spoilers After the end the entity left the host after making them see hallucinations leaving the chief of the police to put Comardy in a mental institution

My theory is those influenced who have worked with guns, have trauma, or are under stress get taken over by this evil entity that everyone keeps conspiring about. This entity could have been known to the sniper killer as "HQ", referencing and connecting the sniper killer's personal past (kind of sad the sniper killer was some random dude and we get no lore on him). This evil entity being the one behind everyone's madness and getting them into this state (like a voice in their head type). It would explain the ending because we could see the walkie, a bullet, and the evil entity all in Comardy's cell after he was locked up for going insane; probably this entity having a hold of him in the end for him to become the entity's next victim and killer.
