No, you just need to get bronze on all levels before it. It is the last minigame before the remix stage (which you need to get bronze on this to unlock)
Practice Practice Practice. You gotta figure out the beats and off-beats of a song for these kind of games. You should try playing Rhythm Heaven on DS or Rhythm Tengoku on GBA. There's a lot of levels in those games to get better at. Carnival actually copies a couple of some of the levels from those.
