I don't even know if he is, i haven't watched in a couple weeks because I haven't had access to the episodes, but will be watching soon so he could be dead for all I know, but I'm assuming he will be the "final boss" in this season.

LoT is in season 2. Flash is season 3. Arrow is season 5. You wouldn't need to watch a newer show to understand the others. Honestly don't have to watch any to understand another. Though, they're all fantastic shows.
Cristian Guerra he's promythius idk how to spell his name but he's the villian that has the bow and arrow and knifes and it's tommy probably somehow coming back to get revenge on Oliver because when the building fell he didn't save him he ran away so laurel didn't find out who he was so I think he's coming to he revenge or he wants to help him but that's my theory
Megan Gilmore Oliver did go in the building and he did try to save Tommy, he had a pole or something stuck in his chest, Oliver stayed with him until he died
