NO! For the same reason that you should never run an electrical cord under a rug or carpet. Over time it will wear the cord and short out. You need to either have a licensed electrician locate an outlet where you need it, move the appliance, or purchase the raised semi-rigid “tunnel” type cord protectors. Maybe they aren’t aesthetically pleasing but they look a lot better than the room will look after a fire.
Temporary use or more commonly used for AV, ethernet, or other low voltage cables this is a perfectly acceptable solution. granted, it's best for low traffic areas.
