Having dealt with similarly rusty keels, next year use a Tercoo rotary tool in a power drill assuming blasting isn’t an option. A single double-pad version will do the whole keel. Forget grinders, they just smear the surface rust and wire brush cups are a waste of time with that label of rust. Then treat it with diluted phosphoric acid to kill the rust and finally a few of coats of a good two-pack primer like Jotun Penguard. Where the keel sits into the hull, dig out the sealant and get those edges too and then reseal. Good luck!

Forgive me for asking but why not get a grit blaster for the keel job?
Maybe something to think about when I do it, although some yards around here are funny about sandblasting. Something to bear in mind next haul out.
