To add some context based on the book… Frodo is 33 at the start and 50 when he leaves the shire. During those 17 years, Gandalf is traveling all over Middle Earth to learn more about the ring. He also teams up with Aragorn to hunt for Gollum. They confirm that Frodo’s ring is the ring of power at the end of those 17 years. Frodo is actually the oldest of the four hobbits he travels with, despite seeming like the youngest in the movies. The library that Gandalf visits is in Minas Tirith. It would take a few weeks for him to travel from Minas Tirith to the Shire on horseback at max speed. For the average man/elf/dwarf/hobbit/ring wraith on horseback, it would take a few months.
