Its satire. Winny was a p2p file sharing program that died years before the song was made. At the end the drummer stands to tell the lead that no one uses Winny now anyway and to stop scaring the kids.

Hi there! My first reaction on this channel, but I've seen and enjoyed several of your reations. Concerning MTH and the question in the video, I do not know either, but i would tend to think that it is mostly satyrical and not so much political. Although, it should be said, the limit between those two concepts is often really thin

Winny upload was The Japanese Napster and in the video they are taking the piss out of people who complain about it still. The guys at the end are fighting over it. And Nao tells Ryo stop fucking moaning Winny has not been around for years, with all your bitching your sounding like our mom (They are the Brother and Sister,Drummer and Guitarist) and Ryo says but the kids will listen if we tell them and Noa says no you're just scaring the kids.
