100%. They did so well last year as they had no serious injuries to their top 6-7 players. When they lost Saliba the year before, they struggled at times. The other point is that they had hardly any players at the previous World Cup compared to the other top teams. This time, most of their top players played deep into the Euros. This will affect them during the season as well
I believe referring to Arsenal as the “Bank of England” was due to their outrageous spending in the 1920s and 30s and isn’t exactly a compliment, but rather more of a pejorative.

Merino; Calafiori & Sterling: talented, experienced players who will add to Arsenal’s collective power on the field. Sterling can play on either wing as well as up front. Calafiori will support an already strong defence & Merino is lethal at set plays & in advanced midfield areas. All these signings can seamlessly fill many vital positions. We are stronger than this time last year & these signings progress our team.

Seriously, here we are again. We need 1 or 2 top players to really have supreme confidence for the the season. They got Gundogan back & Savinho (who is a very good player btw), they both will push into their 1st team, yes they lost Alvarez but they got Haaland & Oscar Bob will be back after injury. We have a very young talented LB who we wont see the best of for a while as I think Zini, Kiwior or Tomi would start ahead of rn & a CM who I don't think get's in over a fit Partey in most games or can come off the bench. Considering Timbers back, if we get a Winger or striker then I will agree.
City have signed Gundogan, who is better than Merino. They have brought Savio, who is one of the best wingers in the league already. Arsenal brought in Calafiori who is a bench player. Arsenal don't have a good enough striker either. They also lack squad depth, city don't. If Saka/Odegaard/ Saliba or Gabriel get injured for a few games, it's game over for Arsenal. And an injury to any one of them is very likely.
Sadly you don't win a title because its the right time. Liverpool will tell you, you win a title vs Man City by being the best in the world. Arsenal are not that. Yet.

In what context are you mentioning Smith Rowe, because it reads as though you believe him to be on par with Vieira and not having either of them is why Arsenal can not win the league.
