My Moto E has an issue with the touch. I know it is not a hardware problem as it works fine when I got to my custom recovery that is TWRP. But after successful boot it doesn't work at all. I may have accidentally flashed wrong kernel or damaged the internal partitions but the thing is I can flash new ROM without any issues the issue comes after boot irresponsive touch screen. Any help or advice appreciated. If you guys can help me via remote desktop I am also ready with that. I need this device fixed. Thanks.

On the compiling it give me errors of "exec format error" on the arm-eabi-gcc the path is right. EDIT: It says that it is the gcc script from the kernel source /scripts folder that give the error, different versions i think

It is virtually impossible to compile the Linux kernel on Windows. Even using a Unix environment like Cygwin could produce too many problems. As the first step says, make sure you are using Ubuntu or a similar Linux distribution.
