Ye dish sare coastal belt kay states/ rice eating states mei khaya jata hai.... Basic tariqa same hai jisme bhaat ko overnight pani me rakh diya jata hai aur agle din usme aapke taste kay hisab se cheeje milai jaati hai.... Jaise aloo fry, khaskhus, fish fry, etc

No it will get fermented.... You should put water and leave it overnight.... It's best prebiotic food for your gut health....

You have not put the old rice overnight for fermentstion
I kept the leftover rice in room temperature with little water for 16 hours and then added the curd and more water next day.
