You dont need to have International diving liscence separately to drive in United Kingdom. if you have a liscence that is already in English. During the first year of your stay in the UK you can drive with a valid driving licence from your own country (if you have a liscence that is already in English).or an International Driving Permit.

You can simply take your pakistani driving licence and make a international driving permit. Just check the laws of the country you are going, if there is no specific law for m.cyclists then it should be good.
