That fountain was designed so they wouldn't have to shut down the fountain when they wanted to remove the coins, they'd just get sucked down to where they would easily collect, then be removed.
Shame whoever built this got the drain hole so off-centre. The effect would have been much more impressive. The designer must have been really pissed with the builders for screwing it up.

where did all that water came from? it's stored water after each toilet flush, and when the tank reaches a curtain level, it releases in to that bowl.
