I think most botanical plaster relief artists may improvise with picture frames, embroidery hoops, springform cake pans etc. If you know someone who's handy with a chop saw or mitre saw you get them to make you a customised frame.

Sorry for the late reply! It's a Shimpo slab roller; you can get one from most pottery supply stores.
