Fan on/off switch and it's regulator working concept... both are not same.. one is 0 or max... another one is 0 to max..

What is the difference in PLC with smps and without smps ?

SMPS - Switched Mode Power Supply. It converts 230V AC into 24V DC. If PLC works with 230V AC, you don't need SMPS. If PLc is operating with DC then you need SMPS for 24VDC.
