    If I understand, Johan and what makes him tick. He essentially believes that everything is decided by fate and that he himself is chosen by fate, but its like a nihilistic sense of fate, having survived almost every near death encounter from his traumatic past he essentially believes that there is nothing good in the world and that everything in the end is driven by some extreme form of Darwinism and not really anything ethical or moral because those were experiences in Franz Bonaparte's experiments and also the Kinderheim 511 orphanage that he was sent off to. Its his goal to just basically make the world burn. You can see the representation of his belief in fate by telling kids to play suicide games by getting them to balance themselves on the edge of rooftops saying that the results of whether they live or die is an act of fate. Or when he ends up balancing himself kind of recklessly on the ledge of the rooftop in episode 26, and he says to Karl that there's nothing frightening about it because he coldly embraces death and the idea of the pointlessness of existence, and that is the fate of all of humanity in the end. So Johan's murders were basically him dealing out fate to his victims as his excuse. Johan was probably already born with something wrong with him, but not everyone who is born with some disorder or some form of mental illness turns into a sadistic serial killer, even those who are abused. He uses this nihilistic philosophy to justify his murderous urges. He's The Joker of anime essentially without any of the maniacal laughter or clown makeup. Tenma's philosophy is the opposite of this, and I think Johan's goal, one of them anyway, was to drive Tenma insane by basically making him go on this wild goose chase for him and eventually overtime get him to give into despair, hoping to corrupt his morality in the process, and make him lose a sense of self control and then in the end goad him into killing him as part of the scenery for a doomsday in order to basically mock Tenma's thinking that all lives are equal in the ultimate way.

      Nihilism and fate aren't going well together, nor did he wanted to make Tenma feel despair, It's more like an envy of understanding from someone who he knows is opposed to him. He is despaired, Tenma can be despaired by time to time. By understanding, he wants a hidden compassion he'll never feel again, as the one he may have for his sister, don't forget he cries, screams and laughs..but he knows people in front of him can't accept what he believes in and the actions he takes for granted, even if at the core, he is definitely right.. That's why he wouldn't really mind if Tenma didn't go after him, this intrinsic opposition was established since their second encounter after all.. He isn't a mere evil that was born evil, if that term is even relevant when you're someone who doesn't consider bad and good, he is as every being a victim of his environment and condition, who took a path far from everyone, at the edge of the world, at the edge of the blindness, at the edge.

      @@daiyas_3596 What do you mean? Fate was probably the wrong word to use. But the dub says that they were playing a game of fate. He kept testing people to shoot him, first Anna, then Tenma, Tenma agains doesn't shoot him on their second encounter, Anna also doesn't shoot him again. You could argue he believes fate chose him to show what a nihilistic place the world as a whole is, since he came so close to death many times in his past.
