Hey Ben, what's your opinion on creating ad groups based on different broader search terms? For some of my clients there is barely demand for service specific keywords, so I thought a good alternative solution is to search for keyword categories that reach a broad audience but are less competitive? For example, one of my German clients offers laser hair removal and we don't target specific keywords because of the low demand. So we thought about promoting the general service but choose our keywords based on different wording-categories.

Yes, I'd have a separate campaign for each city most likely. Yes you can target similarly across those as they are different locations.
