This is almost plausible actually. Like CJ and Franklin could have hooked up and began working with each other and that relationship led to a strained relationship with Trevor and Michael, but Michael being the snake that he is has obviously made some new deal behind Trevor's back. The Liberty City GTA 4 protagonists were recruited by IAA for a mission to disrupt the meeting and kill Trevor and Michael for interfering in their business, while the FIB hired the GTA 3D era protagonists to do the same thing only they were hired to kill Franklin and CJ, and Victor Vance was hired by Merryweather due to his ties to the military, but he was ordered to kill them all. Ultimately they all decided to act at the same time and it led to an all out battle.
Huang would never work for law enforcement/government, he only did for Heston cuz he didn’t want to die before avenging his dad. Im sure a few of the others have their reasons too…

They were usually blackmailed into doing jobs for them, like how CJ was blackmailed by both Tenpenny and Mike Tereno, or when Nico was blackmailed by the IAA and Frank McReary, and of course, Franklin, Michael, and Trevor were blackmailed by the FIB. I assume the law enforcement agencies would have to have had some leverage over the protagonists to get them to do this.
