For me in C:\Program Files (x86)\Steam\steamapps\common\Brawlhalla\images\UI\UIBackgroundBitmap.jpg
but it depends where you have Brawlhalla installed. Also make sure its a .jpeg and it has to be 1920x1080 resolution.
