No, being a specialist doesn't mean u are the strongest, and doesn't mean u can use all nen types. Remember, Specialist is rare and doesn't fall under other nen category. Neon (Kurapika's boss) is a specialist but she's not a fighter. Not all Kurtas can be like Kurapika. Kurapika is the only specialist who can wield all nen types 100%, because that's the ability he designed for himself as a specialist.
Please read, just wanna exchange some information with you guys, not anything spoilers or negative, I'm promise. It's not that being Specialist means you can wield all other categories at 100%. You need to separate between Nen's 'quality' and 'ability'. For example, an Enhancers are able to increase their physical attack and defense greatly and are best suited for melee combat. A proficient Enhancer who also takes good care of their body can make it far more durable than a tank and generate the force of a missile with one blow. Enhancement is also the most balanced category. It allows users to spread themselves evenly between offense and defense and become very powerful using only simple abilities. While Transmuter means a person can change the properties of their aura to mimic something else or replicate specific attributes. In Kurapika's case, Holy Chain (or Healing Thumb Chain) is one of the Conjuror chains that he crated, by its ability is definitely an Enhancer ability, so Kurapika supposed to find it's so difficult to wield this ability at maximum potential (60% is the limit for Conjurers) even he practice super hard. But the Emperor Time allowed him to break those limits so that he can maximized this ability just like he was an Enhancer Master would. So, we have a Conjurer Kurapika, who can normally conjured his chains. And a Specialist Kurapika, who can become a Specialist only when his eyes turned scarlet. And when this condition has been met, he chose to has the Emperor Time as his ability, but he can't use it if his eyes wasn't in scarlet. So the Emperor Time can be activated only when his eyes turned scarlet. If he wasn't in Scarlet Eye state, he won't be able to use the Emperor Time to break those limits. Because he was so obsesses with being 'able to solo fight on his own' Actually, his master who taught him Nen told us already, unlike the other categories that you can practice, you can't practice to be a Specialist or increase the effectiveness of it. Specialist is the category you just have to born with, but only Manipulators and Conjurers that have some slim chance to become a Specialist later on, in some specific circumstance, which is a Scarlet Eyes state for Kurapika's case. PS. Conjurer can't manifest anything they wanted, because it's extremely difficult to conjured something. That's why, Kurapika's master told us that before he decided to conjured anything, he should think it through first.

I agree. Also in the next episode after that fight in the 1999 version, Kurapika was still emotional and Melody felt that.
Once we are done with this one, we will probably watch the 1999 version in our private time :)
